Constitutional Amendment

for Fair Redistricting

This isn’t a state problem or a party problem — it’s a national problem. Both parties draw district lines to protect the powerful and silence communities. Voters are the ones who lose when elections are rigged before they even begin.

This demands a national solution. That’s why I’m calling for a Constitutional Amendment for Fair Redistricting.

By enshrining the following simple rules into the Constitution, we can ensure every state follows the same fair process, making every vote matter equally.

Fair & Logical Boundaries

  • Every district has nearly the same number of people so every vote counts equally.
  • Districts are one connected shape — no islands or scattered pieces.
  • Shapes are reasonable and compact, not bizarre lines that twist to grab certain voters.
  • Keep cities, counties, and natural communities together whenever possible.

Ban Political Bias

  • No map can be drawn to help or hurt any political party, candidate, or incumbent.
  • Political data can only be used to check for fairness after a map is drawn.
  • Every final map must pass clear, public statistical tests to prove it's not biased.
  • If a map fails the tests, it must be fixed before it can be used in an election.

Public Transparency

  • All data, software, and rules used to draw maps are open to the public.
  • Draft maps are posted online for everyone to review and comment on.
  • Mapmakers must explain their decisions in plain language.
  • Anyone can submit their own map for consideration.

No Mid-Decade Changes

  • Maps are redrawn only once after each U.S. Census, every 10 years.
  • This stops mid-decade “power grabs” that manipulate maps to protect incumbents.
  • The only exceptions are for court orders or major, unexpected population changes.
